what dose it mine when it will say potential ability and it will have -9

looking at some players and it will say the current is 150 and potential will be 170 but on some and coaches it says current 150 then potential -9

Negative potentials means that the researcher wasn't able to assign the player/coach an exact value due to not knowing exactly how good he is. So they are assigned a negative one which gives them a Potential Ability within a certain range. Those with PA of -9 will start the game with a random PA (which is generated at the start of a save and will not change from then on) between 150 and 180.
