Staff roles do change IRL from time to time, so why are we restricted to e.g. offering a scout only the post of a scout? When I see a scout with good coaching attributes, why can't I make him a coach? All non-playing staff should be able to accept any post, taking into account salary, manager/club reputation or preference, and whether it's a higher/lower position (I believe this part is already in place). We should be able to offer a staff a job we think he's suited for, not only what he may have done before. Another thing, scouts are just dumb mules right now in this game. How about them telling you something relative to the tactic you're using, perhaps a midfielder being more suitable for the box to box MC position than the defensive MC position.
