Touchline instructions greyed out?

Whilst playing the game, most of the time the touchline instruction tab is greyed out. Sometimes it comes back and I am able to make an instruction, but then it goes grey again.

It is not because an existing instruction is pending either.

Are there certain times during a match when you can issue a touchline instruction? It doesn't say anything like that in the manual...

Anyone else having this problem?

You can't issue one if ANY tactical changes are being made.

You can do it whenever you like, unless you are making a tacticl changing and waiting for the play to stop. Doesnt sound right to me. Are you playing with the patch, as this isn't an issue in my game.

Like I said, its not because an existing change is being made. Its just that sometimes I can use it, sometimes I can't.

To be honest I've not checked if I am running the patch. I downloaded the game on steam when it first came out. Do you have to invoke the update? Does it not update automatically if the game was downloaded?

Have you chosen to use the classic tactics?

Unless I'm mistaken, sometimes the computer team's tactical changes also grey out the box
