Making divisions with teams being qualified via regional leagues

Hey guys. I'm doing Torneo Federal Regional Amateur (the Argentina's 4th tier) and I'm having a big problem about doing qualification system to this division. There isn't a stable system of teams, that means, every year the teams vary according to regional leagues results. As I'm not doing real Argentine regional leagues now, I'll use a inactive division called "Argentine Lower Division", that will serve as a feeder/qualifier for TFRA. I need also to qualify a (x) number of teams per region from Argentine Lower Division to TFRA + getting relegated teams from division above.

The main question is: Which things I need to do to get it?
