'Backup Teams'

I know the "Use Runner-Up Team As Backup" option is glitched, but are there any alternatives?

 

I am setting up the CONCACAF Champion's League and need to make sure that the Canadian Championship (FA Cup) runner-up is drawn if a Canadian team wins both the FA Cup and League. 

I was hoping for something like the opposite of the "Don't Use Team Rule if Not Enough Teams Found in previous rule", but that doesn't exist either.

 

The only way that has worked for me is to put the 'get teams' rules at the end of the list of teams, so that it won't get to the runner-up rule unless there's still spots in the tournament. However, I currently have the MLS back-up rules there ... so it'd be one or the other unfortunately.
