Is there a way to have all -8 potential players included in a large database

Hi guys

My question is the same as in the thread title. The large (and medium and small?) database includes all players with -9 and -10 potential ability but I would also like to manipulate the games database to ensure that all players with -8 potential are included too. I can see that some players with -8 potential are included in the large database e.g. Adrien Rabiot and Success Isaac so is there any piece of data in particular that determines whether a -8 player is included or not, e.g. player reputation, team reputation, current ability or something else that I would be able to mass-manipulate to ensure that all -8 players are included?
