Is it an issue with HDR on your monitor? Since turning it back on (sometimes updates / windows will turn it off) I have not had any flashing.

I have developed this problem too, it is hella annoying and makes the game almost unplayable (for more than very short periods of time).
I'm on a Nvidia 3070 and my drivers are up to date.0
