Players showing as unregistered when they don't need to be

Sorry if this is in the wrong section but it has taken so long to find a place to post i nearly gave up and waited for FM24 When registering a squad of 25 it states that any player under the age of 20 on the 1/1/22 does not require registering. These players are then not registered but then should still be allowed to play? Instead they show as unavailable due to not being registered. Is this a fault or am I interpretating the rules incorrectly?? Thanks
