I set Player A in development centre to 100% wages, then manually offer player out with same settings
AI Club A comes in but 10% below my minimum, so Loan manager rejects the offer (everything else is fine, training ground etc)
Reduce the wages needed by 10%, so to 90%. Offer out again
AI club A come back again but another 10% lower and gets rejected by loan manager - ad infinitum!
I've never bothered to take much notice before but 9/10 loans for my players are always rejected. I thought because they never got close to my requirements, but instead its because the AI purposely goes just below. If I then ask for 0% wages, the bid will be accepted but then the board are unhappy with the finances of the deal!
