How to enable 2nd Team promotion to 2 Bundesliga?

I spent probably 2 hours in the pre-game editor looking for the setting, but aside from the obvious ones, I couldn't find anything else related to promotion of 2nd teams, and the toggle that I assumed was it doesn't change anything. Any help is appreciated. 24.3 Germany Fixtures + B Teams in 2BuLi.fmf
