Thanks for the response. After checking, it's happening in Israel premier league and Israel national league. is there anything I can do in my save to change it?

I'm playing in Israel premier league and i can't approach to sign players both local and foreign who have 6 months or less left in their contract. for example hamode kanaan (screenshot added), wanted to approach to him when 6 months left in the contract but wasn't able to and in the next season he is still in the same team ineligible to play, the contract status is "full time month to month contract" and had a committee set a release clause for him. this is not the case for players who does not play in Israel premier league - case in point mattie pollack (screenshot added).
