Had this issue in fm23 Ps5 version also When I go to tactic changes during match and I want to make subs or change players roles, etc. etc. the game sometimes runs in like 5fps and it's hard to do anything. In fm23 at the start of the game there was literally the same issue that if I remember correctly got fixed
