I bought the in-game editor trough steam but now it tells me I have to buy it again?

I bought the in-game editor last week and I was confused as to why it didn't show up in-game so I checked and it tells me I have to buy it (again), it did take my money (8.99 euro) and I can show the transaction in a private conversation as I don't want to give out my address publicly.
