Unless you are Guardiola or Ancelotti, coaches don't always have the hands on players recruitment. They have their input but the ultimate decision usually comes from the Director of football or the owner.
It would be great to have that option in FM, maybe it's an option to check before starting a new save of a different game mode. But instead of handeling the recruitment we could only make suggestions and meet with out Director of football to discuss team needs and Arrival/Departure.
Players could be sold without our consent, others arrive without our approval. That could create internal conflict or perfect harmony between the recruitment team and the head coach.
Based on the coach reputation and history with the club, the coach input would more or less taken into account. It would make coaching big clubs like PSG a lot more challenging because we would have very little say in the recruitment.
This game mode would focus on the coaching job only and would bring a lot of new challenges.
