Need clarification: does the P/R/D on individual training, other than raising a player's tactical familiarity, mold his attribute growth?

2 things: 1. Better visibility for obtaining new board cultures, so we can check mid-season how interested are the board in e.g. play attacking football. In other words, more feedback/non-request interaction from/with the board about club vision. 2. Looks like it's not possible after all. I've never seen a screenshot of a new such culture as well so I guess this is my wishlist for the next FMs!

I started a save as Everton and only bought Portuguese players for 3 years (2025). The usual playstyle culture comes easily but I still haven't got 'sign Portuguese players'. Is it possible to get this kind of culture?
