I think it is quite counterintuitive that you cannot sign a player at 17, they will reject the idea of leaving their clubs completely, yet on the day the player turns 18 they are suddenly interested in joining. This happens mostly with regens from South America. However, Man city were able to sign a player on a pre-contract allowing him to join in the transfer window after he turns 18, and it is weird that AI clubs can do that but the player cannot.
