Unable to call up for International Youth Team, filled with over 21 aged

I can’t currently upload a save file, but I was able to recreate the same issue by loading up a save with the Argentina national team. From the start I have the same issue of only being able to call players to the senior national team. -
I’m managing Cardiff and the Welsh National team on my save and I have the issue of being unable to call any u21 players up to the youth National team. I can call current players up from the youth team but once I do so the spot can’t be filled. Many players on the youth team are over 21 and will be there until I call them up. Any u21 during the call up phase have no option to call up to the youth and are missing out because of it. I’m having a similar issue managing the welsh team, during call ups I can call players from the youth team to the senior team, but I can’t call anyone up to the the youth. The youth team also has played well over the age of 21.
