Playing on a custom DB but had this issue in other saves, can't upgrade youth facilities past a certain amount (usually 3.5* max) Have plenty of money, even used pre-game editor to add a really high youth preference but still persists. Save is in control of 2 clubs,, KF Trepca is the current issue
