In order to create a working "very attacking" tactic in FM23 I experimented quite a bit at the World Cup. I used several nations (Germany, Brazil, USA, Portugal) with their real life teams and this turned out to be the best working version of my tactic with multiple World Cup wins as Portugal. Specifically exploiting Ronaldo's ability to successfully finish attacking moves. No set piece routine used, no goals scored from corners or free kicks.
This was my latest run, winning the tournament with Ronaldo scoring 10 goals, unbeaten with only 4 goals conceded:
