Can't register new signings - Free Agent Player

I had a similar issue with this in the top Polish league. Signed two transfers in the February transfer window. In the league rules it clearly states there should be the ability to register players during the February transfer window however it never let me do that. Either the rules are misleading or...its a similar bug.
