I have tried and tested with multiple saves, multiple times and with no editor files active or anything special. I cannot take over any youth staff roles whilst being a german team at all. It does work if its another club that has youth clubs that are not german but as shown in the screenshots, that is all I can see, so I can't do anything. Even the option of set all doesnt work to set to myself or anyone.
