No fix, could it generally be to do with the size of the club, some hidden scouting range limiter maybe? as I am Braga in Portugal and I can scout everywhere in Asia and South America

I have the highest tier package for scouting and next to create new assignment it says "The board have indicated there are no restrictions in place regarding scouting." Despite this I am unable to send my scout to many African nations including Ghana and Ivory Coast. Nigeria and SA are there, all North African nations and for some reason Angola and Sudan are also there. Furthermore there is no problem with me sending my scout to the West African region. Any ideas as to why this is? I've heard region scouting is bad now so I'd rather just scout Ivory Coast, Ghana and Nigeria.
