why we still have 3 substitutes in world and euro national teams qualifiers?

I believe he means that you can only make 3 subs in the qualifier games. That is the case in South America World Cup quals (see rules from current save)

The average points table for the first division has all the teams with 0 points on 2021 season, which will affect the outcome of the league in terms of relegation (bottom three of avg points table go down).
