I have been trying to sign a free agent on a scholarship contract, I've tried 3 times but the transfer keeps getting cancelled because I already have 23 players registered. Scholarship players don't count towards registration so shouldn't the transfer still go through fine?

I won the league with the Newcastle Jets in the A League in my first season but for some reason the board and the fansare furious at me for not simply becoming an established team?
