Can anyone offer advice on this, I thought this was wear your supposed to report bugs?

I recently swapped to a new Ipad but when i tried to download it having purchased it originally it says the app is not currently available in my region. Can you tell me where i can download from or have a look into the issue. It also said that i havent paid for it, but i have, but it used to say that previously but worked fine and would let me play it and update it. Thanks Darren
