I am having this issue as well. during the previous season, my scouting budget ran out, and the Board immediately changed my scouts and chief scout to 0 allowed (even though I was able to adjust the budget). Like OP I can not ask the board for scouts, either here or on the club vision screen. (Spanish Second Division, I should have several scouts at this point). I can't upload a save because it is Significantly larger than the max. (100+MB)

After a season in the Brazilian 3rd Division, the board Rated me a D for a disappointing performance in the league, except the expectation was to try and avoid relegation (I think it was fight bravely? when stated early on).
