FM23, how to I send scouts to actually build knowledge in countries?

I'm sending scouts out with exceptional attributes in adaptability, determination, JPA, JPP etc.
They are going to new countries, or countries that they have low levels of knowledge. And they are finding... nothing. No recommendations. No reports. No knowledge building.

I've tried changing the assignment in every way I can think of and I still can't understand how to resolve the issue.
There are clearly players who exist in these countries. I can manually scout them. But my scouts seem to be just sitting around when assigned to these countries.

I'm not trying to be argumentative, but what you have written here seems to conflict with what was previously posted and I'm hoping you can clarify why there seems to be a change of approach in regards to patch notes, change lists, and communication about bug fixes.

You clearly communicated in the Bug Tracker FAQ that each update receives a change list. I read that as a commitment to the users of this forum that a change list will continue to be used. But now we are being told that it's not being used. It's now unclear how we will receive information about fixes that have already been implemented in the game.

You stated that some threads in the bug tracker will be updated in the coming days, but that seems to be a far less efficient approach. Is each user now expected to scroll through individual threads in the bug tracker to know what has been patched and what has not? That feels like a much less efficient way to communicate this information to players and users of this forum.

Hi Francis,

I recall there were definitely no subs remaining for my team (Tottenham)

I usually watch matches on "Comprehensive Highlights" and yes the option likely popped up during that time.

I'm playing a save as Tottenham (uploaded as Mou Poch - Tottenham.fm).

However, something I noticed multiple times during matches is I would get a little pop up from the Assistant manager asking me about an injury for an opposing player. Asking and advising me if I want to take the player off.

This time, I clicked "do it" when he asked to take Billy Sharpe off due to injury.
But... remember, I'm the Tottenham manager.

And sure enough, when the match ended, I'm now in the Sheffield United Dressing room giving the post game team talk...
