I just started a new save for the 23.4 update and I always play in Sweden when the last update is released. I finished the first season in Division 2 (tier 4) and won the league, however I saw in the qualifier for Division 1, both the Division 1 teams played each other and the Division 2 teams played each other.
This is not how it is supposed to work, the Division 1 North team should play against the winner between Division 2 Norrland, Division 2 North Svealand and Division 2 South Svealand. While the Division 2 South team should play against the winner between the last three Division 2 teams.
Just to make sure I hadn't done something with the database files (so the dbc, edt or lnc ones) I went ahead and re-installed the game completely and tried again. But similar things are happening, sometimes the Division 1 South team plays against the Norrland and Svealand Division 2 teams. It is very random. I simulated multiple times but the same thing happened.
I have attached screenshots that show that I am running with no database updates (I am running 23.4 and haven't touched or deleted any files).
Note: I am playing on Game Pass (Windows), if that matters.
