I don't really know if anyone is interested in this topic anymore. but i found in the english lower leagues Indian Gymkhana Club and PFC Victoria London to produce players with indian and Polish second nationalities

Hi, I have received these two loan offers for the player with the most potential in the reserve team (which is in the third division):
Tottenham FC, belonging to the best league in the world but with training facilities of 11/20.
Lokomotiv Moscow, a member of a lesser league (Russian first division) but with near-perfect training facilities, 18/20.
Do I prioritize the level of the facilities or the level of the league? The playing minutes are going to be the same (First team), so I have doubts where my young star is going to improve the most. He is not yet first team level, so moving him up to the main squad is not an option. My training facilities are 20/20.

That's the main problem, because I've already had to bring back players in January because they weren't playing, even though I was told in the loan contract that they were going to be "important". I never know if I am going to be "fooled" or not. It's a pity that in Germany the reserve team can only reach the third tier -3. Liga-. In addition, the loan offers that come to me don't have usually top facilities.

I have started a new game with Bayern and got the management to improve both the youth and training facilities. Now both are unbeatable (20 out of 20). My youth team is in the 3. Liga.
Do I loan all the youth players who have potential to the first team or do I let them develop in the third division/category? There I know they will play as many games as possible, whereas sometimes I have been told by aspiring teams "Regular starter/First keeper" and then he has played 3 games all season, with no major injuries to justify it.

I actually investigated with the editor, there are a lot of teams like that in the DanFm English lower leagues database for FM23 (its not an actual feature on the original database it seems), the highest one is New Salamis in 8th tier, i've made a spreadsheet of all the ones i could find, ill quote it with my main account
