Same issue here. I signed this player from a French club at 18. He's got no eligibility criteria at all. -
I am playing as Newcastle in the 25/26 season. Joelinton complained that there was not enough GK depth and was supported by the majority of the squad. When I arrived two months earlier, the squad contained Andrew (Brazil), Nick Pope and Lorus Karius. I responded by advising that I would buy a new GK. I signed Dennis Seimen (by this point a 20 year-old wonderkid) as a Star Player for his £18m release clause. I now have 4 GK of which 3 are amongst the best in the Premier League. Despite this, Joelinton (and the squad) have accused me of not keeping my promise. I have no idea what else I could have done. Playing the beta and now the full game, I have found that the opposition routinely score most of the shots they have on target. Regardless of the quality of my GK or defence, opposition stats are regularly things like 2 shots on target with 2 goals or 3 for 3 and so on. Is anyone else having problems finding a GK that can actually make saves?

Here is the transfer screen showing that it is awaiting a work permit.

I moved to Hellas Verona from Novara. When I joined Cyril Ngonge had agreed a move to Sheffield United and was awaiting a work permit. A year later, the transfer is stuck on this status. I cannot offer the player a new contract of sell him to another club as the game says a contract has already been agreed and is awaiting a work permit.
