If it's not been answered (not gone through the thread yet) you will have the full budget. I found a better way for me at least to make it interesting is start the season on 17th Jan 22 using the Swedish league's early pre-season start date and take over the club then. 

Jones is still in charge and usually Newcastle are either top 8 with current squad or better still sat 19th and 4/5 points from safety. Makes it harder to sign all the big names and all the expiring contracts aren't interested but it does add some realism to it. Feels like a rebuild and I imagine it as the club have been waiting for the right manager but are stuck in the relegation zone so hire a cheaper option due to the threat of relegation.

You need to download a stadiums pack and then place it in the FM20 folder under 'backgrounds'.

 

All of the packs have instructions on how to install them so just google FM Stadium pack or similar and you should be good to go
