The workaround: you are forced to also load Brazil and set that like for start date, if you edit Sweden in order to start a new game.

It is true that the swedish academy rating could benefit from some overhaul. 

There is not much correlation with the official football federation grading and the FM24 grading.

[Problems with Scotland After Using Pre-game Editor.]

Here is a second file with the same error. This error will happen on any nation when using the (simple) editor to add league to existing nations. In the attached file I started a new file, clicked add lower leages to germany. Verified and saved that was all I did and I still get the error.

If you convert the simple editor to advanced the error go away.

I tested reinstalling game/editor and verify files. Do not help. I tested without any other edited files except the attached one.

( Possible clue? When I start a new game the first season, even without any edited files.  The first season played, half of the player will be on holiday when the game start. They return on random dates througout the next month. Thought it had to do with player nationality at first but have realised it is not.  But if I use a advanced edited league database, the players all return on the same date in the leage database edited.)
