Where can I find the changes list for rules?

So I'm making a massive world edit and each country has it's own editor's file, but ever since I changed the transfer window dates the files cannot be used simultaneously, the game will put up a nonsensical error warning and then not load one of the editor files. So, since deleting the transfer windows only adds to the changes, I wanted to ask where could I find the rule changes so I can delete them directly and reload the database without them.
