Nation youth rating

Im currently managing in gibraltar as my create a club and gibraltar national team mananger does the youth rating of a nation change? If so is it through club performance or the national side performance ive got gibraltar too 111th in the world whilst my club are 4.5* and the league is 2.5*(one place below 3*) iv aske the board too increase the facillities from below ave (both) for several years and they've said no every time saying they're as good as our rivals even though lincoln and europa have better. The only thing thats better for us is exceptional youth training and excellent youth recruitment. Is there anything else i can do or is the save a waste of time
