HELP! Number of extra teams to be promoted from lower division

I need help with an update for FM14 involving a change in the number of teams in the division. Here's how it goes:

2013/2014:
Fourth division: 2 groups of 16 and 2 groups of 15 teams. In total: 10 relegations
Fifth division: 8 groups of 14 teams. In total: 12 promoted

2014/2015:
Fourth division: 4 groups of 16 teams
Fifth division: 8 groups of 14 teams

I know I need to use the "number of extra teams to be promoted from lower division" option but I've done many tests and the Fourth division relegates two teams by itself and then inputs two random teams to fill up the spot. How can I make my reform work?
