Help with creating league format similar to "UEFA Nations League" format, merged with club football.

What I want to implement:

4 Tiers of leagues - say Tier 1,2,3,4 - each with 16 teams.

Each season, a tier is split into 4 groups of 4 teams. Each team plays every other team in their group twice. 

Top team of each group gets promoted(except for tier 1), bottom team of each group gets relegated(except for tier 4).

The above group stage would be phase 1, which determines which teams get related or promoted.

For phase 2, new groups are formed in each tier - one group with the 4 teams who finished 1st in their phase 1 group(say group T1-1), one group with the 4 teams who finished second(say group T1-2), etc

The phase 2 groups follow the same format of playing every team in their group twice. The phase 2 group stage is to decide which the teams' final position in the Tier's "overall table".
Group T1-1 mentioned above is used to decide which teams finish in positions 1-4 in Tier 1, Group T1-2 is used to decide which teams finish in positions 5-8 in Tier 1, etc

I have spent a lot of time in the Advanced Rule editor to create multiple phases in each Tier's league. But I'm having difficulty in configuring:
1. How to pick the relegated teams from phase 1 of each Tier's leagues

2. How to create an overall table for the Tier, merging the results of both phase 1 and phase 2, like the attached photo. But display the results from the groups from both phases.
