Division Level not verifying?

So I've made an alternate universe database. Everything, from the competitions to the continental rules to the international rules, are going to be customized. I've managed to stitch the USA Nation Rules and International Rules together in one fmf through the advanced rules editor, but the US division isn't verifying. When I click "Test Rules" in the advanced rules section it goes through it's test without any issues, but when It's finished it says "0/1 division levels verified" in the top right of the editor. I made sure I put the division level in the nation rules as seen below, but no dice. I'm stumped about how to fix this, would someone help me out with this?
