Had this error come up, can anyone explain why, and how to fix it (Advanced Pre-Game Editing)

Loaded up your "England Level 12" database into the Pre-game editor and went to "convert to advanced rules"

Literally, all I did was change all the Substitutions allowed per League to "11 out 12" - CHANGED NOTHING ELSE or ANY OTHER RULES

Then I get this error.. Pic Attached... Can anyone explain what I did wrong? and how to fix

All I was trying to do was change Substitutions allowed. Don't understand why and how that would effects

the Vanarama North/South Promotions and relegations rules at all!?

SO I did "make Sure Regional Premier Divisions uses Flexible Format Rules

Then it told me to do the exact same to Level 10
and it still tells me Level 10 needs Flexible Format Rules, even though, I've already done that!!

Should I just give up and not bother or is there a way around this?

On the plus side. when using the 22.4.0 Database, I managed to do this successfully, Without the Lower 10 database. ALL Major English competitions now allow "11 out of 12" Subs.

Guys, can no one help me out on this one, I'm trying my best to use xml files and all sorts from the guides but I cannot figure out this issue at all, can someone please help me out on this, please?
