save game required Can only offer part-time contracts to scouts

Hey!

 

I'm managing Degerfors in Allsvenskan (Swedish premier league) and can only offer my scouts part-time contracts which limits me greatly. Degerfors is a professional club and its the same for all other clubs in Allsvenskan, in that they only have part-time scouts. I presume this is a bug seeing how, irl, these clubs have full-time scouts. 

 

What can I do to fix this?
