"Arrange Friendly" Missing only in U23 National Team

I am aware that to arrange friendlies, you must go to Schedule tab and then click the "Arrange Friendly" button. And for Reserves, B Teams, U23, U20, etc., the idea is the same - you go to their fixtures and there should be a button called "Arrange Friendly." For club teams, I was able to arrange friendlies with U23. However, for U23 national teams (and only U23), the "Arrange Friendly" button seems to be missing. I was able to arrange friendlies for all levels EXCEPT U23 unless another team proposes to me. I've also tried only becoming U23 the manager and/or becoming the senior team manager and then controlling all lower teams. Regardless, it seems that "Arrange Friendly" is missing only in U23. I also pretty much tried every single staff responsibilities combinations. Has anyone else noticed/experienced this and does anyone know a workaround/fix to this?
