How do I have that teams from a certain league send their reserves to state championships? (Brazil)

Basically i want to reduce the number of games teams from Serie A/B will play but also keep the state championships. Is there anyway i can make teams in Serie A/B send their reserve teams to play in state competitions rather than the first team? Thanks
