Managing lesser nations

This will probably sound like a noobie question but I was wondering how I would go about starting the game as manager of Haiti. I've done it on previous versions but I just can't remember how I did it. Any help would be appreciated.

You'll likely have to use a custom-size database which adds all players from Haiti so there are enough Haitian players/staff in the game for you to be allowed to take control of them
