According Finnish FA, there are regulations for stadium to obtain Premier league license.

"Liigastadionilla tulee olla katettu katsomo (tai katsomoita), jossa on vähintään 1500 istumapaikkaa."
"The league stadium must have a covered stand (or stands) with at least 1500 seats."
