Staff Contracts must respond when negotiations never started

This is working as intended - it was changed this year so the contract offer was live from the minute the negotiations begin.

I don't think this was thought through very well, with players you can get a feel for what they might cost through scouting and/or agents, but with staff the only way is to start the negotiations. So if you just want to compare staff and assess what you can get at what cost, you can't then go back and have a think about it, because if you terminate the negotiations we get the well known 'cooldown period' and you can't sign any of them anymore...surely that can't have been the goal of this change?
