Managers in 'regional' divisions/competitions incorrectly showing as 'failed' when they're on course/been achieved.
Board drops numbers of scouts allowed to 0 - This occurs because the scouting range has been sent to 'none' as scouting budget has run out. Allocate funds to scouting budget, select a scouting range and number of scouts will allowed will revert.
