I have been unable to request for my board to upgrade youth facilities for a number of in-game years- the option never appears in the board request section. They are stuck at 'average', while my training facilities will soon be 'state of the art'. When I started the save, my youth facilities were 'poor', so I have been able to improve them to this point but no further. Please let me know if there is anything that can be done to fix this.
