A non-homegrown player can not be removed and replaced by another non-homegrown player outside of the transfer windows. The same goes for players on the b-list (amatours/youth players). Both of these types seems possible to replace in game.

My translations of the relevant parts:
"if a club has the maximum quota of 9 non-homegrowns when the transfer window closes then a non-homegrown can not be replaced with a new non-homegrown before the earliest in the next transfer window"
"Player list B is fixed and changes to the list can only be made in the open transfer window in the summer (01.08.2021-31.08.2021)."
