Suspect I'm not the only person to have got to this, but can't find another thread when searching "league rules"...
Having got to the end of my first season, I've received the rules change report (playing in Vanarama National League, in case this is league specific bug) in which most of the rule changes display the same text relating to stadium capacity (see screenshot). Also, for those rules that look to be correct, the old rules seem to be shown as incoming for the new season (green swap/sub arrow)
