Transfer Budget Bug?

The budget being in the red means the club is actively wanting you to sell players to clear that amount. The club accounted a heavy loss the previous season from what I can see in your screenshots and so this could be an attempt to offset this. If it persists with Feyenoord it might be something to investigate but it doesn't seem terribly out of place so far based on what you've explained.

I since moved on to Everton, but I think that was the case. Because once I sold players I was able to buy again.
