When you look at a player who has been scouted and view their role and duty, the stars appear accurate with best role with more stars and worst with less.
But when you click on to that role/duty to change the duty it brings the star rating up to the same as the highest. Have used Moises Caicedo as an example with images below that hopefully explain better.
